The desk doesn't run on a mystery. It runs on files: plain documents a person can open, read and change.
Each one runs from a prompt file: its job, its rules and the tools it may use, written down and readable by a person. Change the file and you change the employee.
Your email becomes a file in the right employee's inbox. It moves from desk to desk as a file, so where it is and who has it is never a mystery.
